Why should we pay Fine if we did not insure the bike?

Dear all

why should we pay fine if we did not insure the bike?
we need RC to show that the bike belongs to us.
license to show that we can drive the bike correctly.
pollution to safety of environment.
i don't understand why we should pay fine if we don't insurance the bike.
if they want us to benefit if anything happens to our bike, it should be like educating us to pay the insurance rather than taking fine upto 300 which is nearly35% to 45% of actual insurance pay. or credit the fine amount to the insurance people which they don't do?
They don't even regulate the traffic flow but are interested in collecting the fine amount. Government is interested in taking the money but no actions are taken to make people have a traffic free journey.
i think, it would be more great if they check whether the bike is in good condition to drive rather than asking to pay for insurance.
Are there any good deals between the insurance people and traffic people?

i do not understand why these traffic people behave very brutally.
it is seeming like after few days the government will raise a new rule to pay fine if we did not insure our-self. :)

I want to know the answer for why should we pay fine for that?

3)How can we fight for this issue? are there any ways to raise a complaint against the people who included this insurance compulsion?
4)For what purpose are they using this fine amount? how can we know these details?
5)Are these traffic police are assigned to collect the fine or for regulating the free flow of traffic?
6)why do the normal police are seen collecting the traffic fine's?
