unfair road tax charges for boom lift / man lift

In the state of Karnataka at Chitradurga RTO the road tax charges for contruction equipment man lift / boom lift is insisted and collected. The amount is really huge for absolute non usage of roads or highways. The boom lift or man lift is a construction equipment which operates under pneumatics control. It is not a on road vehicle. There is no number plate for these type of equipment. It will always be carried in trailers or trucks for project site. It is only operated in project site.The speed of the equipment when we operate is less than 5 kms per hour which means this cannot be operated in roads and highways.The RTO authorities at Chitradurga say the court verdicts says if the equipment has got wheel or tyres then road tax is mandatory. our point is the trailer moves on roads and highways with road tax permit and the load what we are carrying is an equipment why the authorities are collecting double the amount as road tax for the trailer as well as the equipment in the trailer. We should have some clause to have relaxation and address this issue. since it has got tyres you have to pay road tax is a blind approach. we get a impression the concerned authorities have not realised to analyse the situation clearly while framing laws for this category.
