Timely fund release and direct fund transfer to INSPIRE fellows

Department of science and Technology, Govt. of India initiated a fellowship call INSPIRE fellowship for Phd students.INSPIRE fellowship aims at enhancing research fellowships for doctoral studies and opening up partnerships with private sector for topping the Government's efforts in nurturing talents for scientific research. This scheme is applicable to Basic and Applied sciences as well as Medicine, Agriculture etc. with provision of multiple entries. The fellowship will be offered to (1) University 1st Ranker in a particular subject at PG level examination in Basic and Applied Science courses as well as (2) INSPIRE scholar, who have secured aggregate marks of 65 % are above at the 2 year MSc or 5 year Integrated MSc/MS.As per the scheme a fellow should get
Rs25000/- per month(+HRA) as a JRF for the first 2 years and upon successful promotion to SRF, he/she should get Rs28000/-per month(+HRA).

But our concern is
1.Why the fellows are not getting paid timely ?
we are working in our labs daily and trying to give our best but are not being paid regularly. The funds come in installments and that to very late. Our request is to make our payment regularly so that we can focus on our research.
2.The funds should be transferred directly to the fellow instead of transferring to the University/institutes accounts.
3.Any doubts/problems asked by any fellow in phone/email should be clarified or answered.
