THREE ATTEMPTS for NEET! Unjust for dropout medical aspirants

I will try to keep this simple!
The NEET-UG 2017 exams have implemented a new rule that says, "The number of attempts which a candidate can avail at NEET-UG examination shall be limited to 3(three) uniformly to three all the candidates.The candidates who have already
appeared in AIPMT/NEET on three occasions are not allowed to take this
examination." (pt. 8 of FAQ)
I find this unfair for the students who have been working so hard and patiently to achieve their dreams. Failing for 3 or more times and still not giving up. Failing to receive a medical seat just for 2 marks and still not giving up. Failing although receiving more marks than an SC/OBC/ST (no offense) and still not giving up.
In India where the seats for medical exams are so few that according to Times of India only 0.6% candidates qualify. I will agree that many of the candidates give exams just to try their luck but there are also dedicated ones who after failing due to some reason or another have still decided to go on. I think that their Not Giving Up will deserves a final chance and not just turned down by this rule in the last three months before their exams.
