withdrawn of NOC process in organisation

As we knows that with the intensive changes in government policy the pension benefits have been withdrawn by government since 2004 on wards and intruduce NPS scheme which is fully based on market funded growth. in this context i am submitting that.
1. Why government organisation needs NOC when anyone wants apply outside if he ready to resign without taking benefits.
2. does is it necessary to give NOC to new employer when employee in probation period some times the probation period is 2 years...in between too many opportunities can be laps due to binding of it...why the talent will bind in one employer hand...

My request to withdrawn the requirement of NOC in current scenario.
