My Fundamental right challenged

Shiv Sena and Maharastra Navnirman Sena, namely the self proclaimed hooligans are challenging the fundamental right guaranteed to every citizen of this country by our Constitution which is supposedly supreme in our Democratic set up
1) Right to freedom of speach --> the right currently being targetted. "Sharukh had done a great sin by welcoming Pakistani players to play in IPL" -- This is the claim of these hooligans who will do anything to regain their once political supremacy in the state.
How can anyone / any hooligan challenge the fundamental right guaranteed by our constitution?
How can the state and central government just stand by and watch them do all this nonsense?
Should the Supreme court intervene and re-instate the fundamental rights guaranteed to every one in this state?
2) RIght to move to any part of this soverign nation --> Again these hooligans target north Indian brothers moving to and living in Mumbai?
Who gave them the power to challenge our fundamental rights?
Who is supreme in this country --> Is it the constitution (or) these Hooligans?
I need an answer from
1) Central Government -- Government of India, protector of fundamental rights
2) Supreme Court of India -- Guardian of fundamental rights
