Difference between general category and sc/st category

Reservations must be canceled for SC & ST.
It should be given to poor person's only.
In our neighborhood there were two family one belong to general & other to SC.
SC category has good income there son were also welled settled, they have good income still they get less on power bill getting everything cheaper. On the other hand there was a poor family belongs to general category they have nothing still they have to pay full power bill, have to purchase things on same rates. Reservations should only be given to poor person,s not to all SC & ST category people
and to poor of general category
