BSNL must launch a free Broadband where they must provide 500 MB for all 35 million landline connections. Being limited in nature this connection won't be much taxing on BSNL. People can buy their own modems and use the internet connections. If 500 MB runs out, the connection must automatically disconnect until next month or people pay for extra bandwidth.

Cell phone users/companies are good targets from whom we can charge a very small percentage of the bill like the secondary educational cess in the income tax. Funds generated could be used to fund this project.

This will certainly help increasing Internet penetration. The government must also consider a special fund similar to ADC (access deficit charge) and it must be collected from all cell phone users and can be given to BSNL and BSNL can provide such a subsidised service.

BSNL is requested to consider the option. If it does so, BSNL will pave the way for country's development from grass roots like no corporation has ever done. Government is also requested to help BSNL with cheap bandwidth, if it considers the plan to bring whole country on internet map.
