Please make all GST returns as QUARTERLY in India

Dear Professional Colleagues / businessmen
I am a Chartered Accountant by profession and founder of the website www.gstbible.com
I tried to follow and understand each and every text and aspect related to GST in India, its model law, draft law, final act, rules, notifications, circulars and even press releases. I read many articles and views of eminent personalities and professionals on GST in India and believe that GST is undoubtedly going to be one of the biggest tax reform of India, but its execution, implementation and support are not up to the mark. It has been implemented in such a hasty manner, that sentiments of the common man have been grossly ignored. I am a big follower of our Honorable Prime Minister of India, but it seems that the Government has taken its citizens for granted. I understand that for every big cause everyone have to contribute in one way or the other, but it does not gives the Government, the right to disturb the physical and mental life of the citizens especially when it is going to continue for a very long time. People can bear for a month or two like they showed at the time of demonetization, but filing GST returns every month will be too much. Even if it takes only 30 minutes to prepare one return (including data preparation, verification, data punching, preparing calculation sheets, tax deposits and finally filing the returns) but government must understand that even a mid-sized professional firm have about 100 clients, for whom they have to file the return. It means that to file 100 returns, you need 3000 working minutes or we can say 50 working hours i.e. 7-8 complete working days dedicated to this work only. That too when the data required for filing the return is readily available with the professionals.
I am not saying that it is not possible, but it will leave no time with the professionals and businessmen to devote their time for other assignments and their families. In the absence of trained staff, mistakes are bound to happen and also you cannot easily revise these returns.
To my understanding of the law, there is no harm in making all these returns as quarterly returns, with an obligation to pay tax on monthly basis, so that there is no loss to the revenue either. My suggestions are as follows:
Make all GST Returns as Quarterly Returns. (as of now most of the VAT returns are quarterly and service tax returns which is the biggest source of revenue for the union government is half-yearly).
Make all Tax Obligations as Monthly. (as of now most of the VAT obligations are monthly and service tax which is the biggest source of revenue for the union government is Quarterly for non-corporate assesses).
Continue with invoice wise details for filing GST returns ( it will help for matching ITC).
For businesses with turnover up to Rs. 1.5 Crores, extend the facility for non-reporting of HSN codes in returns also. (It does not makes much sense to allow the dealers to make invoice without HSN but at the same time ask the HSN wise turnover details in Returns)
In the interest of all businessmen and tax professionals of India, I started a petition at www.change.org requesting the Indian Government to change the tax period of all GST returns to Quarterly with an obligation to pay tax on monthly basis, so that there is no loss to the revenue either. I am overwhelmed to receive such a tremendous response from across the professional fraternity with getting more than 100 signatures in a single day. I thank all of them from my heart. It’s a good beginning but the ultimate goal is too far. So I request all of all you to join this cause and Support, Sign & Share the petition on facebook, twitter, email etc. as much as you can.
