Indefinite delay in projects by appleadayproperties

Dear Sir,
I had also booked a flat in their 1BHK Mattoor Project which was supposed to be completed by Dec 2008. Also an assured monthly rental of Rs 9000/- was to be paid by the builder from Jan 2009 which has now been stopped since Apr 2010. On top of that the people sitting there have stopped responding to my queries. They have virtually stopped picking up the phone calls. I have also been unfortunate as I had taken a loan which is still pending and I'm forced to shell out Rs 6000/- monthly as pre-EMI interest. I have already made a payment of 90% of the total cost.
I also intend to lodge a complaint with the concerned authorities. And I intend to seek your advice as to how should I go about this whole process. Currently I'm located in Meerut, near New Delhi.
