It has been a mission of NIOS to (i) provide relevant, continuing and holistic education up to pre-degree level through Open and Distance Learning System. (ii). Contributing to the Universalisation of School Education. (iii). Catering to the educational needs of the prioritized target groups for equity and social justice. Discontinuation of OBE shall create uncertainty on the policy of NIOS and Sarva Shikhsa Abhiyan , Ministry of Human Resource Development (MHRD) who has been endeavoring to provide Basic Education to all children, youth and adults in the country.

Earlier in the past it was decided by the Govt of India to discontinue OBE. Later it has been again resolute to continue the Open Basic Education Program the MHRD letter (vide no. DO 10-4/2009-EE-4 dated 7th April 2010) has permitted NIOS to continue its Open Basic Education programme for a period of three (3) years wef 1st April, 2010. If O.B.E is discontinued many alternative education institute will face problems. Open learning program plays a vital role in the lives of school walk-outs, deprived children, differently able children, children with special needs etc. Open Basic Education of NIOS should therefore be strengthened, continued and promoted further without any deadlines. We therefore appeal all the conscious citizens of India to sign the online petition to appeal the HRD ministry, Govt of India to continue the Open basic education and strengthen the open learning system across the India.
